PUBLIC INTEREST LITIGATION

Counsel for multiple environmental groups, individuals, in Pugh v. Turnbull, challenging Government’s daily discharge of treated sewage into the sea. Lawsuit resulted in landmark settlement, “St. Croix Sea-Change Accord,” with Government committing to zero discharge and re-use of highly treated effluent for irrigation. Enforcement proceedings ongoing.

Representation of Virgin Island Bar Association as counsel before Virgin Islands Supreme Court in 2015 appellate challenge to appointment of counsel in indigent criminal defense cases. Brief of Amicus Curiae Virgin Islands Bar Association. Representation of Virgin Islands Bar Association as co-counsel before United States Supreme Court as amicus curiae in case involving Double Jeopardy rights of territorial residents under 6th Amendment to U.S. Constitution.k
